I am working with a client who wants to obtain ISO 17020 certification and wants to purchase an online Quality Manual with procedures and policies in accordance with the standard. Does anyone have any recommendation they can make for a vendor to purchase a tailorable quality system?

ISO 17020 is an accreditation standard (based largely on competence, conformity and effectiveness) not a certification standard (based largely on conformity and effectiveness).
Strictly speaking the quality manual should describe the system as it is (not as a work of fiction). After all, over the years, the employees have developed their system so they continue to satisfy the customers of their inspection services.
Importing a set of documents that conform to the standard may seem like a short cut to accreditation but it may create problems with employees “owning” their system.
Why not start by study and development of the system that already exists with the employees who own it, interact as parts of it and improve it?
You may be surprised how close it is to fulfilling the requirements of ISO 17020 and you’ll have the added bonus of the ready made evidence of effectiveness.
