If the quality manager of the lab is also the product development manager, is that a violation of 4.1.5b which says that the lab's management and personnel must be free from any undue internal and external commercial, finacial, and other pressures and influences?

Note: This is for an internal testing lab which is part of a larger organization

It's nothing to do with the hats people wear. Can they get both jobs done appropriately? Let's say, for example, the lab internal audits weren't being done/managed, because new products were taking up the person's time... THAT's a problem. Or jumping jobs in the schedule because a "big" client calls and wants their tests done "first", etc

If there are sufficient personnel within the organization, then it MAY be a conflict. If only 2-3 people in the organization, then the key is to know which hat s/he is wearing at any given point.
