ISO 17025 - Don't think we need a Sampling Plan... Or do we?

Hey y'all I was wondering if you could assist me with something....I am working on documentation and implementation of ISO 17025 for a test laboratory for a ceiling fan manufacturer. We are a test lab, only testing per customer request or inner-laboratory comparisons or internal testing of our own product line. If this is the case, do we need a sampling plan? We don't receive lots of product, as the manufacturing facility is separate from the laboratory itself. Any and all help would be greatly appreciated! Thanks in advance:)

The need depends. For inter-laboratory comparisons (ILC) or customer delivered product then no plan is required as you test 100% of received fans.

However, for the fans coming off the assembly line, someone needs to sample as I doubt you test 100% of those fans. Whoever is doing the sampling should have a plan, but if the lab is not doing the sampling, then you simply address Clause 5.7 in your manual by stating you do not sample, and move on with life.

The AB you select can assess your action under the sampling plan if the lab is pulling the samples, but if someone else is doing the samples, than the AB won't.

Also, if you have not selected your AB, then remember there are now 8 recognized ABs based in the U.S., but only 6 that you should talk to. The other 2 are dedicated to specific industries. But do talk to all 6 before deciding. IAS, A2LA, NVLAP, L-A-B, ACLASS, and PJLA. Just curious, is this also for ENERGY STAR?

Thanks for your response.

Our manufacturing facility is a totally different building from the test laboratory. We test 100% of the product built before shipping it out and all product meets UL and CSA safety regulations. So, in this case, I do not believe that we need to sample and I think at this point I may be excluding it from this system set-up.

As far as ABs go, I was going to work with either A2LA or NAVLAP because I am more familiar with them and have worked with them in the past. I believe that we will also be going for ENERGY STAR certification.....does this mean that we have to do a sampling plan anyway?

I am thinking not and that in our use and capacity, we don't need a sampling plan......

We assemble small electric appliances. I am looking at coming up with a sampling plan that would have the objective of : rejecting an incoming lot that has 1% or less defectives in it. They have been using the old mil std 105reduced. This is really more then we need. It is time consuming. There is handling of each part before assembly. In many cases they have supplier arrangements to get credit for defectives ( visua).
I suggested we come with an inspection plan for each category of parts, defining the classification of charecterisitcs, the sample size , accept , reject number.

Does anyone else have any feedback on this matter? We're talking incoming parts only.
