ISO 2859 Sampling Request for Characteristics Already 100% Inspected — Is This Standard Practice?

We have a new customer who is asking us to apply ISO 2859 sampling for certain product characteristics. However, οne of these characteristics is already checked through 100% inspection in our production process.

Is it common for customers to request sampling (ISO 2859) on features that are already fully inspected? It seems redundant — any insights or similar experiences?
 
My guess is that the customer didn't realize that the (one) feature was already being inspected at 100%. I suppose it is possible that the customer has some peculiar suspicions about your inspection, but this wouldn't be the way to go about investigating such things.
 
I guess you could say "OK, we will" and then set the sampling frequency to 100%.

Even better if the customer will pay for the extra sampling! Is this an alternate definition of "consumer's risk"?

More seriously: Has the customer indicated that they are looking for data related to something more specific, like possible correlations between attributes?

Its the second order that will purchase...and he has not mentioned anything about this matter...

I understand this to be a conversation about only a single characteristic (among multiples?)... was the intention to do 100% inspection (of that characteristic) on every purchased lot, or was the 100% inspection only of the initial lot?
