ISO 9000 applied to a Government body

I have a project for preparing a Government Organization for ISO 9000 certification. The Government organization is at Federal level and has a role of overseeing functioning of operations at state level, and compile reports for policy decisions at Federal level. The operations are State portfolio and the said organization does not have control on them. It is like a monitoring and advisory department for the Government (not US).

There are several questions arising about product, customer, quality objectives, process control, metrics for measuring its own performance, etc.

I will appreciate input from folks in 'Quality' field.

If someone can share experience with similar project or can provide Case Study, it will be appreciated.

There are tons of US Federal organizations that have adopted ISO 9001 as a business practice. You best bet for information is to perform an internal search. Check specifically the DOD and NASA.
