Hey Glen,

We are IATF 16949:2016 about to be certified. Have you found your answer?
If you are building/making the product to a customer specified print, you can then be exempt. Or as you should say in the Manual "Not Applicable".
We also draw our own prints for the sole use as a tool to assemble the product, but it is specific to the customer's request. You did not design the product. You just process the product. Therefore, the use of your own prints to use as a process tool is most certainly allowed and deemed as I stated above "Not Applicable".

We still have a bone of contention within the business as to following the chain of thought that we design and develop our processes, this is not with standing the relation with the design of product as there no physical manufacture. We take a customer brief and then cherry-pick both physical and software products (off the shelf) to be configured to work together and fit the customer brief. Using your analogy, I feel that we would be responsible for design, since we have the responsibility to take the brief and create the "print" of the final solution.
