Most of what is contained in ISO 9001:2015; Section 8.4 comes from a number of locations within ISO 9001:2008. Clause 4.1, Note 3, Control of Outsourced Process (under scope of your registration), 7.4.1, Purchasing, 7.4.2, Purchasing Information, and 7.4.3, Verification of Purchased Product
Outsourced Processes are process you have not excluded from you scope of registration such as design and development, Section 8.3 of 2015. In the example of design and develop, when you outsource this work to a 3rd party you are not absolved of the responsibility of conformity to ISO 9001:2015 Section 8.3, customer, statutory and regulatory requirements.
The good news is when some of these processes are outsourced, such as calibration; you communicate the requirements from Section 7.1.5 to your calibration service via a purchase order and then verify their compliance upon receipt. Other elements of 7.1.5 you perform in-house such as reviewing the calibration certificates for out of tolerance conditions and adjusting calibration intervals.
Measurement of supplier performance is not new. Organizations and their certification bodies may have overlooked a measurement of supplier performance in the past but now it more directly stated in 2015.
