If work is transferred to a separate facility (which is under the same QMS) within an organization, would they be considered External Providers?
Does the new 8.4 strive to cover Control of Work Transfers (AS9100 7.1.4) ?

Betsy06115 I'm seeing from 9000:2015 (3.2.6) that an external provider is not part of the organization. Hope this helps.

I am not knowledgable about AS9100.

For the control of work transfer from the organization to an external provider, or from an external provider to another external provider, see 8.4.

For the control of work transfer from one organization facility to another, or from an external provider to the organization, see 8.5.

I agree with the above, clause 8.4 doesn't include this type of transfer but you may need to watch out for ISO 9001:2015 clause 8.5.6 Control of Changes

Does it really matter to pigeon hole it? Using the 9001:2008 terminology, work is being outsourced to a different location and that brings risks to product conformity assurance. One of the most typical criticisms of companies doing business with suppliers in China is the bait and switch tactic of showing a state of the art plant to a potential customer and moving the work to a shoddy contractor once the job is awarded.

Truly, it does not matter if this scenario fits the "outside provider" or not. What really matters is what you are doing in terms of assessing the risks of transferring the work to the other location.
