First of all, your company determines what, in your company and its processes, are "Special Processes". For example, two companies may both have welding as one of its processes. Note that I say YOUR COMPANY DECIDES what its special processes are. A very good example is Special Process Suppliers - It is about special process suppliers, but it shows what processes Cessna (in this case) have defined as special processes related to their product parts. Once the parts have been installed on an airplane it typically takes destructive testing to validate that the process was effective - Which isn't realistic.

  1. In Company 1 they weld a small widget which holds a shelf up in a small, short book stand. They would probably not consider welding a "special process". Failure woud not cause serious injury. Risk factor is low.
  2. Company 2 welds motor bike frames. The risk factor for serious injury or death if any of their welds fail. They would definitely consider welding, in their scenario, a "special process". Extremely high risk factor.

I think a key point in this is, the customer requirement.
If needs long lasting, weather resistant , ok I,ll apply the clause.
If the need is just label within certain dimensions and color, ok for that, don't need destructive testings, and as such , I indeed really can verify product and clause is not applicable., is it ok my idea?
On the other hand, in a work shop where is manufactured steel sheet equipment, like bins, pressure vessels, steel supports, and in all of them , the welding is used to joint parts.
Such processes have to be declared applicable?

I have touched on each of your 2 points in previous posts. I get the labeling thing because I wrote test plans in the 1980's which included similar requirements for packaging of electronic "spares" which could, for example, be stored in the sun anywhere on earth. But again, the tests were for supplier materials in the case of labels. Since it was a customer requirement there could not be any type of exemption.

Application of the labels was one of our processes. We did not consider it to be a "special process" because adhereance wasn't identified as a potential failure mode. This was just our thinking at the time.

On the other hand, in a work shop where is manufactured steel sheet equipment, like bins, pressure vessels, steel supports, and in all of them , the welding is used to joint parts.
Such processes have to be declared applicable?
Now you're back to processes for diferent parts. Like airraft turbine blades are critical as are most pressure vessles. Sheet metal for bins probably isn't critical, but their use woud determine yes or no. Steel supports? Again, use would determine whether welds would be critical.

But what do customer have to ask us regarding equipment as for us to decide if is special process?
I simply can't further explain other than to repeat what I have said: customer requirements may play a part in determining some of your company's special processes. The customer doesn't have to "ask" you anything other than to say these are our requirements. Can you meet them? Maybe you can with the equipmet you have. Then again, maybe you would have to buy some new equipment. Your customer may also have input into their "special process" requirements for your company.

Coming full circle: You get a Request for Quote, you have a Contract Review. Your Contract Review should address all requirements, needs for testing, needs for new equipmet, and much more.
