I would apply clause 8.7 to any nonconforming output from the system and to any process within the scope of the system.
Such process, system, service and product nonconformities would be subject to correction and may be worthy of corrective action (removal of root causes)
BTW, errors may not result in nonconformities, that depends on the design of the process being robust enough for errors not to become nonconforming outputs.
