Resources are identified as personnel, building resources, computer support, and a few others.

The intent of this paragraph, in my opinion is, that there are enough support (of the above) to maintain and manage the Quality Management System. Provide your customer with their needs. Your notes need to identify that this was reviewed and any actions to be taken.

Broadly speaking it means that top management looks at the adequacy of facilities, equipment, skills and knowledge to fulfill the organization’s current system and future plans.

Before MR you may expect to see reports to top management from process owners or heads of department on the adequacy of their resources now and in the near future.

But of course it is was what competent managers did daily, weekly, monthly or quarterly according to the needs of the business (long before they adopted ISO 9001) so we don’t expect to see the flow of this information tied in a neat bow marked MR.

In a management meeting, when there's a topic where adequacy of resources is a concern (e.g. Topic: Installation of a new production line: and this will necessitate expansion of the existing building, additional operators, training/mentoring, working tables, etc.). If this topic, with the identified additional resources, was documented in the minutes, this will cover the intention of 9.3.2d.

If the management team, with the top management's approval, then sets the plan of actions to acquire the needed additional resources and this plan of actions is documented as part of the minutes of the meeting, this will cover the intention of 9.3.3c.

Hard is to justify paying an external auditor upwards of $1200 a day for them to assess this type of nonsensical resources review.

Despite the fact most people don't like complexity, even less unnecessary complexity, managing a business system, for the most part, doesn't end up in simple, binary choices, as you suggested. If it were that easy, this Forum would not exist, and, most likely, your job and mine would be superfluous.

Many organizations maintain a checklist-type minutes of the meeting where the inputs specified in 9.3.2 from a) to f), including the outputs in 9.3.3 from a) to c), are outlined. This template records those that were covered and those that were not. This approach might be useful to easily demonstrate to an auditor whether inputs and outputs were covered. An auditor-friendly template but, I believe, not a user-friendly tool.

Organizations don't need to alter their existing management meetings to conform with this ubiquitous template to satisfy the intent of the requirement in reviewing the QMS. Discuss what an organization deemed necessary to discuss in their management meetings while "considering" the inputs. The inputs don't need to be the agenda of the meeting. At any rate, even a meeting is not a requirement to review the QMS.

The expectation is that one can read and/or audit between the lines
