Are basic AWS weld symbols on a production released drawing a ISO 9001 :2015 requirement ? Please advise.

The short answer is "no".
However ,...
1- Is your organization design responsible ?(i.e. are you actually creating the drawings and wanting to know if the AWS symbols need applied?)

If so...
2- There are governing statements in ISO 9001:2015, which REQUIRE your organization to
a) "...determine the requirement essential..." (8.3.3)
b) "...apply controls to the design...to ensure that: the results to be achieved are defined" (8.3.4)

Etc....

Also, I would council not to simply "do" something because the standard requires or not. What does your organization, your supply chain, your customer need? Do what's right.
