I'm afraid I must add to some of the previous observations made as result of your original post. I have consulted/contracted and assisted numerous organizations in establishing and/or transitioning their various management systems. In all cases (particularly transition activity where an organization already has system(s) in place), each organization is quite unique. In their best interest, I have never found that a "standard template" serves their individual interests well. The goal is to establish or transition in a manner that is as seamless and painless for the organization as possible. In many (most?) cases, the best way to achieve this is by reverse engineering their existing good practices...articulating and capturing them into a sustainable management system. Rarely does a "standard template" properly facilitate this.
