In the medical device world, a design and development plan and a verification and validation plan are two different things. The former is more of a design and development project management plan. It identifies the critical path, tells you who is going to do what, and by when. A V&V plan tells you what testing will be done in order to verify and validate. It is typically driven by risk management.
