It can be cited as a nonconformity if the organization's own requirements prohibit duplicate numbers, or if calibration requirements are compromised because of duplicate ID numbers. For example, if the organization's requirements call for gage "A" to be checked on December 1, and there's another gage "A" in the system with a different recall date, one of them might not be recalled on schedule. This would be particularly problematic if both were say, 6" Mitutoyu calipers and there was no other way to discern between them. I'm not sure I see this rising to the "major" level, though.
Even though this can not be raised as a nonconformity (because there is no requirement stating that "no duplicate numbers 'shall' be used", there is a risk present.
