Though I've never found people off the street to be particularly useful, meself :notme:
Outside eyes can give some great off the wall out of the box suggestions. I often had, say, the plant accountant join production quality improvment meetings.

Someone off the street would be TRULY outside eyes.

That would be a cool thing to try....

Sure... but in answer to the original poster's question about whether they can/should attend, my answer would be Yes sure, IF they want you there, but No if they don't.
Yep, you're right.

Shucks, their neighbor's cat can be there if they want. Doesn't matter and nobody cares.

If that were to be the case, with a few of the people wandering around our streets (though only a small minority, I hasten to add), I'd have to ask them to leave their beer cans outside. And that's at 11.30am... :nope:

As has been said, a meeting to review the qms isn't required. However, if you do it this way, apart from setting the agenda, timing the meeting etc be sure that the process owners are there to tell everyone about how their processes are performing to objectives and what they are doing about it!

As QM/MR, your job is not to do all the talking/presenting. I'd suggest you spend some time with the most senior manager who will be present and school them in the way the meeting should be run and expected outcomes. Perhaps, coach him/her on what questions to ask about poor performance of those processes etc and actions necessary.

If you are responsible for internal audits, you are there to report on whether the process was being performed to the system, so the results can be 'believed' - validation, in other words...

The review meeting should be attended by all the process owners or in other words all heads of deoartment. MR attends the meeting as a process owner to provide review of the QMS which has been assessed by conducting internal audits. Therefore attendance to the management review meeting should not be restricted to top management alone

As already said, there is zero requirement for any 'management review meeting' at all.

That said, if an organisation does decide to have one (or more) meetings to cover some or all aspects of management review, it's up to the organisation itself to decide what's best for their own organisation. It ain't possible and unwise, I believe, to make definitive decisions and believe they are applicable to every single organisation.

I've seen MR work effectively with and without actual meetings. And I've seen it work effectively with and without people other than 'top management' involved at meetings (if they had meetings).

Well, you're incorrect in your feeling. The Management Review, not meeting, but review is performed for the following reasons........

5.6.1 General
Top management shall review the organization's quality management system, at planned intervals, to ensure its continuing suitability, adequacy and effectiveness. This review shall include assessing opportunities for improvement and the need for changes to the quality management system, including the quality policy and quality objectives.

Nothing is said about the organization or management itself. Anything else management does and anybody other than themselves is purely optional. The management review only has to be effective and serve the needs of the organizations top management.

The review doesn't have to address or suit you, me or the little girl who lives down the lane.

Top management doesn't have to meet or even be on the same continent to do a review and it doesn't matter what you or I or your neighbor think.

So the answer to the OP's question is "It doesn't matter, and it's nobody's business but theirs"
