If you believe it is, please provide a concrete example, relating to the standard for us to understand...

Input, request to approve an improvement project, activity, check need, look for assistance with expert people, once is convinced, check Budget, talk with finance process, is it possible today, next week?, talk with hr process, is it within company policies?, Maybe to contact clients, check new regulations, also, maybe have some meetings,etc.after confirming everything is ok, then the output is an approval.
A kpi could be 10 projects per year.
There are other similar cases, what do you think?

I just included one of several actions of top management which I thinks shows leadership and it's behavior is like a process.

Take a look at the definition of a process. Behaviour isn't a process. It doesn't transform anything. However, you ARE correct in pointing out that their behaviours when involved in processes DO demonstrate leadership. A small but subtle difference...

If seen in other way is: behavior noun [ C/U ] Cdn Br behaviour us /bɪˈheɪ·vjər/ a particular way of acting:
Maybe I'm not being clear, when I mentioned behavior, I meant the way all activities were done, is a process =inputs, activities,outputs, resources, is measured, is controlled,etc.

"Leadership" is a characteristic, like "honesty", "integrity", "deviousness"... It can be an "art" - "Leadership is the art of getting someone else to do something you want done because he wants to do it" – Dwight D. Eisenhower.

It can influence how actions (and entire processes) are carried out. But it ain't a process...

Why...? "Top management" is/are people. They (should) perform actions in a variety of processes. But they aren't a "process".
