In my copy of the ISO/TS 16949:2009 document, section 1.2, I read the following requirement:
The only permitted exclusions for this Technical Specification relate to 7.3 where the organization is not responsible for product design and development.
We are also ISO9001:2008 certified. In ISO9001 we are allowed to exclude certain clauses of the ISO standard and 7.5.2f (Validation) is one of those clauses.

If you are simultaneously claiming compliance with two separate standards, you MUST comply with the strictest requirement. As TS 16949 does NOT allow you to claim exclusions to 7.5.2, you can not claim compliance to TS 16949 and still exclude 7.5.2, irrespective of what ISO 9001 says.
You can exclude portions, even down to finer detail.
For example, if you have no post delivery activity, you can exclude the post delivery portion of 7.5.1f (although this example is slightly awkward, as a-f are "as applicable", so if you don't do it, it is optional as to if you exclude it or not).
