7.6 refers to control of measuring and monitoring EQUIPMENT. What you described are provided for in 8.2

ISO 9001 Auditing Practices Group published a Guidance on: Auditing the control of monitoring and measuring devices on 15 May 2006.

It says:
Some organizations such as Hotels, Restaurants, Education Centers, Consultants, Pub-lic Services, among others, perform monitoring and measuring activities utilizing as “monitoring or measuring devices” surveys, examination papers, questionnaires, statis-tical reports, etc, due to the nature of their product.
These “devices” should be controlled and validated accordingly to ensure that they provide consistent means of monitoring and measurement of the processes, product/service and customer satisfaction.
It is appropriate to address these “devices” whilst auditing conformance with clause 8.2 “Monitoring and Measurement”. If an organization can demonstrate appropriate controls of such devices under this clause, an auditor needs to realize that not all the require-ments related to Clause 7.6 may be applicable for such “devices”.

The auditor needs to understand how the organization performs process control and the impact that the information, obtained from using these “devices”, has on this process control.

This Guidance is not changed even ISO9001:2008 issued, so it's still valid.

In this case, 7.6 cannot be excluded.

Because there must be some ways to measure the effectiveness and efficiency of consulting-training biz, like exam papers, investigation questionares and so on.

These should be determinded, "to provide evidence of conformity of product to determined requirements", and "The organization shall establish processes to ensure that monitoring and measurement can be carried out and are carried out in a manner that is consistent with the monitoring and measurement requirements. "

For requirements of a-e could be excluded, but it's no need to state in the mannual, because these requirements are limited to use with "Where necessary to ensure valid results"

In case of governmental schools which books and related education manuals comes form the ministry of education ... is it possible to exclude clause 7.3

Is the teaching child-centered or dictated by the government?

Perhaps a combination of the two?

Child-centered teaching would require design by the teachers.

I am aware of the APG publication quoted by you. If you look a the APG web-page and somewhere in the middle of the first paragraph of the first page, it states: The papers and presentations that make up the content of this website are not definitive. They reflect a number of different views in QMS auditing. As such, their content may not always be consistent. It is not intended that the website's content will be used as specified requirements, an industry benchmark, or as criteria that all QMS auditors, consultants or practitioners have to follow.

If you remember, the 2008 version had not much changes but a number of clarifications and replacing the word 'device' in 7.6 by 'Equipment' is one such clarification. I think that interpretation is no more valid in the light of the clarifications in the 2008 version.

A clause could be excluded or not, there is only one rule to follow:

"Where exclusions are made, claims of conformity to this International Standard are not acceptable unless these exclusions are limited to requirements within Clause 7, and such exclusions do not affect the organization's ability, or responsibility, to provide product that meets customer and applicable statutory and regulatory requirements."
