As a certified ISO/TS 16949 lead auditor, I follow these steps (one by one) for qualification of an internal auditor
1- If there is a CSR regarding the qualification of internal auditor I will check the competency based on the CSR.
2- I check if the auditor has attended (and passed) a standard course for ISO/TS 16949 internal audit with one of these 2 conditions:
2-1: The course has been held by a certification body which is accredited by IATF
2-2: Any other courses anywhere which is held by a certified ISO/TS lead auditor.
3- As minimum, if there are logical evidences that there are no above options (2-1, 2-2) for company, I check the competency of internal auditor incl. background in process approach audit, experiences as ISO 9001 auditor and course material if there is a TS internal audit course without the 2 above criteria

Each of the items listed here are not requirements, but your interpretations of what may "qualify" an auditor. If you look at the Ford CSR, not even they have requirements that are that strict. Although, you left our the trainer has to be trained on the core tools (Ford does require that).

The Ford CSR requirements stipulate:

• Related core tools (e.g. APQP, SPC, MSA, FMEA, PPAP)

And, as part of the training, participates in practice sessions equivalent to one audit day in:​

• Case study audits, and/or
  
• Auditing role plays/simulations, and/or
  
• On-site audits.

Core tools and customer specifics can be taught by company or industry recognized experts/specialists.​

Or, have conducted at least 5 internal ISO/TS 16949:2002 internal audits during the prior 24 months under the supervision of an auditor trained as specified in 4.39.1 . Yep! Ford has the most demanding requirements for Internal Auditors (and Trainers )

For my ISO/TS 16949 Supplier Auditor certification and tri-annual recertification, I had to take this "exam" each time.
I don't even know if I will recertify again (very expensive for me). I consider myself competent, audit many times, and I have not forgotten how to conduct audits...

Your are right db, but I have not said these are requirements, these are criteria which we follow as qualification criteria for TS internal auditor. Moreover to automotive core tools, the auditor need to understand and have ability to conduct process approch audit.

attending to a course with the mentioned conditions is a subjective evidence of qualification of TS2 internal auditor, but all auditors make comments about qualification (or dissqualification) after auditing the "internal audit process" conducted by internal auditors.

I have some experiences that internal audit show disqualification although inetranlk auditor has passed an approved course.

Once you attend in an approved TS2 internal audit, it is enough to support your competency, but it is important that to show how the training was effective. It is as easy as to show audit process complying with process approch auditing.
