In order to determine the processes involved, I intend to have the HODs (Depts being Design, Execution, Operations and Maintenance) to provide me with a process map. The process map will also identify the documents and records being used, both controlled and not controlled.

In order to determine the processes involved, I intend to have the HODs (Depts being Design, Execution, Operations and Maintenance) to provide me with a process map. The process map will also identify the documents and records being used, both controlled and not controlled.
Processes are cross-functional. They involve more than one department even though your departments appear to align closely. What does Execution do? I can see no Marketing, Sales or Finance.
You may have to facilitate analysis of the core process (from customer needs to cash in the bank) to determine the processes that are vital to the success of your organization. In other words, how does your organization get work, do work and get paid?
Then you could ask the HODs to name the people who now best how these processes work as process owners. Work with the process owners to analyze their processes (see SIPOC) and document the procedures.
