ISO 9001 Registration of 1 Plant in a Company - Exclusions

I have been given the task of getting our assembly plant ISO 9000:2008 registered. Just that plant not the plant where the design , orders come through in CT
As such , I have taken the exception to all of 7.3. When I come to Purchasing, I find that all product, parts and supplies including delivery comes from the CT main plant not the Pa assembly plant. The assembly plant controls only bu inspection and recipt of certificate of compliances. They can also document nonconforming in an electronic SAP system. They notify the main plant.
I am not even sure what to call the main plant becasue they are also owned by a corporation. But the main plant in Conneticut handles the assembly plant in Pa.
Customer supplied product such as part drawing and even specific test methods is all done by the mother company with assembly plant having elctronic and paper access.
The plants are even named the same.

As starting point you could start to identify your QMS process and mapping their relations in team with process owner with top mgmt sponsorship.
I do not know if you can ask support by certified corporate organization, just in case you should demonstrate interaction in your QMS mapping with them

I would say the mother plant in CT is a Remote Supporting Location that provides certain services. The relationship and your controls over the services provided must be understood and defined. Look at it as an outsourcing type of relationship. And this is from a certification standpoint as this is the decision of the organization in terms of which locations will be certified. Do not confuse actual real life control and function with how the "system" will appear based on the decision to only certify one location. Look at the system from a perspective of what portion of the organization will be certified. Look at it from the scope of the certification. Some services will come from a remote supporting site and you will have to show controls over those provided supporting processes.

Lin: Firstly, is the 'mother' plant already registered? If so, are you trying to make this plant you're at work under a shared QMS? That's an option. I'm not clear exactly what the places are you mention..CT? PA? If the others are not registered and you're going for registration and they make the products designed at another plant, I'm not sure you can exclude the 7.3 requirements, since the 'overall' organization is design responsible. I'd like to know more about the overall organizational relationships

The mother company is not registered and has no intention of being registered. However, one post has a good point. Since the mother company does the design, the engineering and purchasing they still be under some control. Design with tbe the scope exclusion. Engineering provides test specification for in-porcess and final inspection. In additon , Engineering supplies all part prints and assemblies. Purchasing including choosing suppliers handling the disposition with the supplier is all done with the mother company.
Oh boy oh boy, I think this is going to be a tough one. It wa smy feeling that I need to treat the mother company as a customer and still maintain control over the customer 's purchases , and their product such as prints and testing instructions.
We do have a linked server and a SAP system. We ecen have a weekly meeting reviewing any changes.
