Oops!

After posting I realized two others have already provided nearly the same results.

according to clause no 7.6 ISO 9001:2008 the measuring equipments should be calibrated so, is it required to calibrate avometers and multimeters.

and if yes, what is meant by (where necessary ) which mentioned in that clause.

is it means it is not mandatory, waiting for your esteemed feedback
In context, what is stated in the standard is "Where necessary to ensure valid results . . .

If the instrument is needed for valid results, it needs to be calibrated. If it is not needed for valid results, it doesn't need to be calibrated. There are not very many circumstances that one would be using a measuring tool where valid results are not needed.

This is another misinterpretation of the wording of the clause. It doesn't say that calibration is necessary when the device is needed for valid results. It says that calibration is necessary when calibration is necessary to ensure valid results. It's an important distinction. All measurement devices (and measurement systems) are expected to provide valid results, but calibration isn't always necessary to ensure valid results.

and, of course, (good, beam type) torque wrenches aren't actually 'measuring' torque, they are 'set' to a value, derived from an accurate device...:notme:

I fail to see the distinction, at least on this application.

Assume the customer has supplied torque specs. I believe it is, others disagree. What do you think?
Customer provides torque spec so apply it in your product realization process, by a varification at your specified intervals, or prior to the use.
If customer has not provided, then you determine it and then apply it in your product realization process, by a varification at your specified intervals, or prior to the use.
cheap uncalibrated torque wrenches
Does not matter. Can it be verified against your national /international standards for the torque determined ?
Can it be safeguarded from adjustment to prevent any unintentional adjustment ?
Then I do not care if its cheap or has no any calibration.
If you cannot prove that it is varified, and show records of same, I will stop its use.

What you wrote was "If the instrument is needed for valid results, it needs to be calibrated." That's not what the standard requires, however. It says "Where necessary to ensure valid results [calibration is required]."
In other words, the standard is saying that if lack of calibration can lead to invalid results, you must calibrate. This is fundamentally different from saying that if the device must produce valid results, it must be calibrated.

I still fail to see the distinction, but if it makes you feel better you're welcome to believe so. Particularly in this application, the results is the same.

Can we move onto something more important?
