Great catch, I didn?t know that they also sold the DIS (i thought it was only the FDIS). I think they bended the rules a little due to the importance of the standard.

I understand the marketing pitch, and it's actually telling me that it's all just business.

I thought that such a standard is supposed to represent the state of the art, i.e. a wide agreement about practices considered best at this point in time. It's not supposed to be a "trendy edge" for anyone, it should only capture best practices already known and proven over some time. The way to get there is to ensure that feedback is wide, comes from diverse sources, unhindered by unrelated interests and as unbiased as possible.

It's fine to do business (I do understand these processes cost, and that ISO has to fund it somehow), but let's not pretend it's something else.

Importance to who? If it's that important, why not disseminate it for free?

ISO has decided to monetize heavily the work of it's voluntary contributors.

ISO has started to sell documents as early in it's inception as committee drafts. Just look at the ISO website for the ISO 9001 CD and and ISO 14001 CD; both are available for purchase for CHF 38.00, just like the ISO 13485 DIS.

ISO will (attempt to) justify the greed by saying that they have to cover the expenses associated with the standards development process, but for those who are in the know, we know that many corporations sponsor the TC meetings, the TC participants volunteer their time and, in many cases, their employers pay for the trip expenses, etc....

Greed has reached ISO top leadership and they can't pass the opportunity to capitalize on sales of draft standards. Just look at the ISO offices in Geneva http://www.iso.org/iso/home/about/the_iso_story.htm#17
