ISO/TS 16949:2009 Clause 4.1 General Requirements (Outsourcing) Clarification

I would like to get clarification of an "outsourced process". The process could be anything from sending a part out to be machined to inspection activities, the writing of documentation - ANYTHING. Is this correct?

Also, the results of the outsourcing, and any corrective actions, can be controlled by any department as long as all information gets to, or goes through, Purchasing("c" of note 3). Is this also correct?

It means all that has direct influence on your "product" ( product compliance to the requirements) .
The way to control the outsourced processes is then a choice of the organization:bigwave:

Remember to have evidence and records to have the proper control of the outsourced processes and reserve a portion of your quality manual ( or eventually a documented procedure, even though it is not expressely requested by the standard ) to explain how your control the outsourced processes, who has/have responsibilities in this sense.:bigwave:

See the 3rd to last sentence on page vii of TS 16949. Paragraphs marked "Note" are for guidance.

Also, note 3 of 4.1 says that "outsourced processes can be influenced by factors such as.." There is no "shall" in that sentence.

The 2nd to last sentence on page vii says that "Where the term 'such as' is used, any suggestions given are for guidance only."

Read the entire standard cover to cover.

I have read the TS cover to cover numerous times.:bonk: I consider "notes" as fair warning that an external auditor may, or may not, nail you if you don't take the suggestion in the note seriously and show that the intent of the element is being followed in a certain way.

I'm familiar with ISO 900x. This is my first exposure to TS16949. I'm finding it's just vague enough to have many spirited arguments with both upper management and 3rd party auditors...

Upper Management: "Where does it say we have to do that?"
3rd Party:"C'mon, even though it wasn't explicitly called out, I think I'm going to give you a minor on this under Customer Focus which is our "catch all" element we use :notme: ".

Friends,

If folks would spend a little more time studying and understanding the intent of the Standard requirements and finding out how these could be applied for the benefit of the organization and its customers, everyone would be much happier.
