ISO/TS-16949 Technical specification - What is the International Acceptance Criteria

Hello,

I'm doing some research on ISO/TS-16949. What would it take for ISO/TS-16949 to become a standard? What criteria must be met and what is the procedure? Currently, i've read it is a technical specification manual and it may not be accepted internationally.

It answered my main question, but I don't know who are the "75% of voting members." Is this from the ISO?
