ISO9001 in Quality Control Department - Control of Nonconforming Product

Hi everyone!

I just started my first job at a big eletronic and home appliances retailer.

I was asked to organize the documentation of the quality control department. Well, not the entire department but the part that deals with the team that do the control of reception, devolution, wharehousing, etc.

To do this, I'm folowing ISO9001:2008 requirements. I know it's not the kind of ISO 9001 implementation you are used to see around here but just so you know, I dont want the certification, just to be in accordance with the Standards.

Having said that, I already did the quality manual, operational procedures, works instructions. Now I want to do the ISO's mandatory procedures and I'm having trouble adapting the Control of Nonconformities to my case! First things first: what's a nonconformity in a quality control process? The technicians allowing damaged appliances to enter the wharehouse?

In ISO 9000:2005 (which contains the definition of terminology within ISO 9001:2008) the definition of nonconformity is simply a "non-fulfillment of a requirement". In comparison, the definition of defect is "non-fulfillment of a requirement related to an intended or specified use".

In most cases, nonconformity can apply to anything (process, function, product, etc.), while defect is mainly applied specifically to a product.

In the case of technicians allowing damaged appliances to enter the warehouse, you have nonconforming product under your control. This is where paragraph 8.3 (Control of Nonconforming Product) is considered applicable. It requires that you identify and control such product so that it doesn't leave your facility in a manner that you didn't intend to (such as a defective range-top oven ending up as someone's purchased item without taking some kind of action, like repair or rework, to make that range-top oven conform to specifications required by the original equipment manufacturer).

Since some range-top ovens cannot be repaired or reworked (as in the case of scrap), your facility still has an obligation to keep it from ending up in the hands of an actual end-user. There also may be legal ramifications if this actually happens, so it is absolutely critical that your processes can successfully route that NC range-top oven as was planned.

Basically, if product doesn't conform, you must know what it is, and you must have controls in place to keep it from being treated exactly like good product (unless you have some sort of approved deviation or waiver to use the product as-is, such as the case with used appliances). This is the bulk of what 8.3 intends for you to do.

I should also add that you must have appropriate controls in place should NC product be discovered after delivery or after use has started. So even though it is physically out of your hands, you still must have procedures to handle and disposition that product, especially where legal ramifications are likely (such as product recalls).
