Both questions are a little hard to answer without some additional info - you have the room size shown, but I can only estimate the size of the workbenches and the space to move around. Could you detail a little more?
Exactly. Saying, are there going to be chemicals? Heavy instruments? Instruments subjected to draft and such? What type of work that will be done is pretty important as to the lab layout.
One thing I did notice - the sink and the cabinets are in the corners and may make them difficult to access.
The cabinets were the first thing I thought about. While it "appears" to be organized, having technicians walking all the way across the room to get out/put up instruments is a pain, not to mention increases the chances to drop something.

Just some additional consideration besides Carol's:
If there is a wall facing the sun, it might get hotter on that side of the room.
You will need to take into consideration air flow/ air draft conditions. That would be very critical for some processes over others.
Are you going to have a Quarantine Area? like near the door, where people put instruments to be calibrated, equipment/instrumentation to be checked in prior to use?
Are there any vibration considerations? Also, if there is a Cube Farm on the other side of one of the walls, I would try to put low-usage items (sink/cabinets/etc.) on that wall, and put workstations near the most quiet areas.
Would it be possible to spread the data units out? One thing that is universal: People like their space.
Again, depending on the work, cleanliness of the lab and such, I would think that any more than 3 people will get really cozy in there.
