I have stated and will continue to state in my courses one of the greatest weakness's in business organizations is the clearly communicated assignment of "authority".

Welllllllllllllllllllll, what I was trying to say in my own crude way....I made a rhyme..........is this and I have to use my personal experience and history as an illustration.

Responsibility

As a municipal law enforcement officer I had a broad range of responsibilities that were clearly and specifically laid out and they boiled down to the old phrase "Serve and Protect". I served the community as a whole and not just the citizens of my town or the elected officials or just the rich folks or just the folks of a specific heritage, I was required to serve everyone on an equal basis regardless of category. How my service was to be performed was clearly spelled out in the procedures my department had created for me to follow, and the applicable guidance set forth by our state government and the rulings of state and federal judicial systems. In their own way most organizations have no trouble doing this.

Authority:

As a municipal law enforcement officer I also had a broad range of authority that I could exercise at my personal discretion, but which were controlled or bounded in some situations by very specific guidelines, rules or conditions…whatever you want to call them.

If I saw someone speeding my pulling them over and issuing a citation was always at my discretion, if I found someone with a minor quantity of marijuana in their possession, let’s say a nickel or dime bag, I could either arrest them or pour the stuff on the street and shoo them away with a strong and sometimes harsh warning…I had the authority to make those decisions and of course many others on a daily basis.

Authority is the ability that one has when it comes to decisions on how responsibility is to be carried out. Now in law enforcement our authority and the ability to exercise it up to the most extreme level, that of taking another persons life from them had to be clearly defined and understood because there were times that the decision had to be instantaneous. When authority like that is granted it means that those at a higher level of responsibility have to relinquish and delegate their role in the decision making process to the lower level. So therefore a law enforcement officer, exercising the highest or most extreme level of authority they are allowed to use, can bypass the established judicial processes related to the state and individual as long as the established rules or guidelines are followed by that officer. Why? Because we, society, trust that officer to make the right decision at the right time….TRUST

Organizations seem to struggle with the AUTHORITY piece because those at higher levels have to give up some of their hold, power or whatever and because TRUST just isn’t that real of a thing. So we wind up with people who have responsibility, but are either unsure of what they are allowed to do or are not actually allowed to do it.

It helps, and it makes sense. Lack of experience or being unsure of one's self will also have an effect on how a Quality Management Representative is given responsibilites, at times those at the higher level give authority under supervision because they do not trust their representatives to make good judgement decisions, or they feel the orders will not be carried out effectively.

Hello to all :)

I was hired as a Quality coordinator for a big IT company about 10 months ago . This company had 3 other consultant try to establish for it an ISO system but they all resigned for various reasons.

in the span of 8 months I Basically wrote /ammended the Quality system with all the required procedures , ammending some of the old existing procedures and creating new ones from scratch.

we brought an external consultant to audit our QDS and basically no non conformance were detected , but he noted that the biggest part of the implementation had not been done .

The implementation problem has proven to be a huge problem since the company has very strong headed department managers who want to do things on their own way and often refuse to follow procedures.

Furthermore top administration has been somewhat reluctant to take serious measures against that kind of behavior since these department managers are "earning money for the company" ... top management has even been reluctant to file corrective/preventive actions against such behaviors :nope:

my question is... what should i do ?:confused:

I've been thinking more and more about resigning ...the implementation is proving to be such a head ache im losing sleep over it and feeling frustrated .

Please help :(

if you dont get supports from management is going to be very hard for you to accomplish what you you want to achieve beceuase even the reuirements of qms is commitment from them but still they expect miracles without their support that is the downfall of many system that has failed really is a norm with many managers but is not the way to be especially if those managers are blank when coming to qms

Thanks for the hardwork but don't be overtaken for the external auditor not raising a finding agains you, with QMS you need support of every one especially management. The other thing that i suspect is the reporting protocol of the company becuase you will find that you report to someone who does not know anything about QMS which make it difficult for you to accomplish what you are suppose to do. Here is a friendly advice you know what you are good at, you who what you want to do just keep it to your mind that you are where you are becuase of your dedications and commitment so Go on.

Very interesting quote. All quotes and replies are well good.

Especially I noted the quotes of Sidney and Randy. I feel both are correct one or other way.

Though all the time it is not possible to change the situation by MR without top management support, in some case, if MR is strong, MR can change the company, even though top management not take much interest.

However if organization dont want ISO, just need a certificate, just go with that option without taking pain. It is fact many organization like that, "just need a certificate to fulfill some requirement" - they dont want real quality management system. It also fact that they are getting such type of certificates. In such places, MR cannot do anything. In this situation no tension to MR.

But ofcourse, if anything happening because of unawareness of top management, MR can change the situation.

Sometime, some persons, giving the authority by top management, they cannot perform. Authority or power, this will get how a person acting (a trick to work). From the atmosphere, people should have to catch the authority - then handle everything self - send report to top management - their eyes definitely get opened. It can do by a MR who is able to take chanllenge.
