I'm working for a heat treater that works extensively for Lockheed Martin in Colorado. We failed the last assessment for lack of a "Implementing Procedure". I have talked to several SQEs there and still do not understand the requirement. Does anyone have experience with this term?

Was the last assessment performed by Lockheed and can you tell us the exact wording of the written finding and against what specification/requirement it was written against?
If I had to guess - I'd guess it was a lack of "an implemented procedure".
They could mean that they wanted a documented heat treat process...

I've sent them the company procedures indicating how a PO is translated into process documentation. This is an evaluation unrelated to the QMS standard.
Another quote: The purpose is to explain how the requirements of the standard are bridged to the work instruction. In the past, special processors would say “we use the standard” as a standalone procedure. The standards for Heat Treating (and many other special processes) are very broad in scope, meaning that certain parts or requirements may not be applicable for the process performed.
Sounds to me like you have recipes (specs) for each run, but not an overall procedure for who is responsible for overseeing, evaluating, controlling, monitoring, etc. the HT process.

If I understand that quote correctly you are missing the procedure detailing how your alloys are "cooked" ....Is that about the foundry? You need to generate/modify your procedure and show the equipment used, what controls are implemented, etc....imo
