I have retitled this thread to one more in line with what the original poster is actually seeking and moved it to the Occupation Discussions Forum.
Actually, many direct employers of IT programmers and system administrators are beginning to add the concept of "quality assurance" to the job descriptions because so many have been burned in the past by slipshod code writing and ineffective documentation.
The relatively new TL 9000 Standard for the telecommunications industry encompasses much IT work (software AND hardware.)
That said - we haven't yet become a destination for many IT professionals who are also concerned with quality issues, although we do have some. That may change.
Long time readers of the Cove are probably aware I am passionate about both effective job searching AND effective recruiting. I have often railed at recruiters, both agency and direct employers, who treat the candidates like a mushroom (kept in the dark and fed manure.) Similarly, I have little patience with candidates who fail to get the point the employer is concerned mainly about what the candidate can do for him,
not what the employer can do for the candidate.
Candidates need to have sufficient information about the job and the expectations of the employer as well as the potential pay and benefits and working conditions they will encounter in order to make a good case for the value they can provide to the organization to justify the pay and benefits.
Here in the Cove, we have worked up a set of guidelines for employers and recruiters to use in job listings that will serve well regardless of the venue (the Cove or anywhere else.)

It may appear we have a bias against "gatekeepers," but the bias is really against MINDLESS gatekeeping which concentrates on discarding unqualified candidates instead of selecting the one BEST one for the position from a field of qualified ones (primarily because the recruiting effort was ineffective in generating candidates who were well-suited and qualified for the position in skills, experience, and attitude.)
As the thread progresses, perhaps others will chime in with suggestions about sites and venues (trade magazines?) where IT folk seek job listings.
