Making everyone follow documentation (document control) policies

People are a reflection of their management, their culture and their style. Obviously, since the Management Team (that's the 'team' I was referring to) don't get the use of the QMS (of which document control is a small part) then no-one feels the need to do the same.

This isn't rocket science and I think we, too often, blame the people and a lack of effective training. Our diagnosis is only dealing with the symptom, therefore the patient will not recover, will get worse and we will spend a lot of time and money on a 'therapy' (training) which doesn't work!

Do management fully comprehend the reasosn for controlling documents? They understand the risks and the mechanisms to achieve it, effectively. Have the people responsible (Mr. Global Citizen) given management that system to approve. Then, do management re-inforce it with simple, but effective methods to show they 'get it'........

If the answer to any of this is 'no'..............I rest my case m'lud

Most replys I agree with but I think something that is of great importance has been left out of the picture, and that is the Toyota way of automation. Not only verify that the collected data is actually needed but try to make the process as lean as possible but useing automation. A simple bar code reader does wonders for moral and cuts down documentation time.

Maybe the best way would be to learn from the best people that do fill out the paperwork. They are your documentation experts in this case and they should have a say.

The thought of spanking them for not doing it is very bad, you have to remember 85% of all problems are a direct result of management. So you as a leader need to find a way to solve it.

Any time I hear or see a CAR with retrain operator I know they failed in the management duty. Since I find 99% of the time it is a waste of time to retrain. I never blame the operator and have had some heated exchanges within the last month from others trying to blame the ops.

Where is their supervisor in all this?

I did not see this come up yet, just them and you.

Do these people report directly to you? Or to another supervisor?

If they are your direct reports it is your problem to solve with carrot or stick as per your nature.

If they report to someone else, you need to start with them. That person is repsonsible for the performace of their people, including filling out paperwork. That person is responsible to advocate for his people and make sure the paperwork is value added and simple.

If you are like most of us, you are a pure staff support function with no authority. FYI - don't wish for authority, it is nowhere near as easy as it seems.

Caster, Exactly! this is why I asked about where Citizen resides in the organization, and what his responsibilities and authorities are.
