Management of subsidiary from Head Quarter?

Recently lots of members joined in our subsidiary. We would like to know whether the head quarter should qualify them.
If not, is it okay to make the subsidiary to manage their own employees by themselves?

Currently, the headquarter qualified the new employees from the subsidiary and make them be trained through eQMS.
After finishing training, HQ qualified employees and they can work after the qualification.

What does Headquarters know about what these people should know that you don't? Who will these people be reporting to? I am trying to figure out why you would want someone else to train them. Does eQMS prepare them adequately? That is, does it make them competent?
