You cannot have 2 MRs for one system. The principle is there is there is one person with resonsibility for the system. It doesn't mean nobody else works in the system but just that there is a single person who understands they carry the can for performance of the system.
Interesting comment, Paul. I have encountered a situation where a company had a 'management representative' for each of their departments. (!) There wasn't just one........:rolleyes:

I have no idea what they were thinking and the person who told me this, seemed to be proud of the fact and didn't see that it wasn't likely to be effective...only that the external auditors never made an issue of it, so it must be O.K:notme:

In some ways this is reflecting good practice. Most implementation guides say you should involve people from the relevant areas in identifying processes and key measures - these could be called "management representatives" but wouldn't be fulfilling the role as defined in ISO.

Again I presume the external auditor could see the ISO "management reresentative" in the structure - otherwise they would have to raise a NC. You can call your local representatives what you like so long as there is one person, somewhere, called whatever who fulfils the requirements of clause 5.5.2. (Management Representative)

Thanks for the clarification, qualityalways...I was leaning toward that explanation, but I hate to make assumptions. We also have a separate MR for 9001 and 14001, but my (9001 mr) job is part of my overall responsibility for coordinating all other ISO, or other certification standards, that we may choose to follow.

I think the requirement for a Deputy Management Rep is specific to BSI. They have that requirement as part of their contract.

As I recall, the purpose was to ensure cross training. So many companies dump, excuse me, delegate the QMS to the MR and if the MR becomes incapcitated or is unavailable having a Deputy means thatsomeone else is up-to-speed and the QMS doesn't fall apart.

It seems to me that I had to put the Deputy Management Rep in the Org Chart, but no where else in the QA Manual

Our organization has a hq's and three divisions. The management rep has always been assigned to hq's. Recently the director decided that each division needed a management rep. Would they be deputies? Has anyone else encountered this situation?

I'm just curious - Why are you facing that question? I have been in the position of being the MR's "assistant". I did all the work and put it on his desk for his signature. I did that for about 1 year at that company and then decided that I was capable of being the MR and I left that job for another. It was good training.

As to your question - Jim is right on, as usual.

Thanks for all the replies. It had enlightened me alot.

Actually Cari, I have no reserves in doing the assistant job, as it will add value to individual.

In my current capacity, I was nominated to be the MR, however I am pretty sure not I am not capable to handle those vampires in my company. Hence, I will still be the assistant doing all the jobs and having a Director level personnel to push any problem that I will faced in future. But I am not sure whether the ISO third party buy the idea of having a DMR.

Let me take the stab!

It depends on the hq and the three division locations.

1 Are you refering to Global Sites?
2 Are the hq and three division within the same compond (same address)?

If they are the Global Sites, yes they are MR.
If they are within the same compound, they can be DMR to align to the MR directions.

This is a military command with hq at Ft. Detrick,MD. Maintenace divisions in Utah, California and PA.

I did alot of my witness audits under someone who was real sensitive to this issue of 1 vs. multiple MR's. When questioned he responded, "the Standard says A member of management."
Well, we're together later on an audit and yep, two MR's, but one couldn't make it...lots of "uh, that's MR2's responsibility."
I learned my lesson.
