That's the problem too much interpretation and not enough application
There hasn't been criticism but ya gotta get out of the box and understand that titles like CEO, president, manageing director, and all those others matter not one bit in the case of management review or really anything concerning ISO 9001 and probably most everyISO based management standard. What matters are individual roles and responsibilities defined by each organization so instead of CEO they may use the term "Poo-Pah" or "Kleagel", or nothing other than "Boss" or "Leader", it doesn't matter and nobody really cares. I have audited organizations where top management consists of higher rank structure of a military organization, so therefore your comments about "who" must do the management review would be meaningless to them as well.
Also, not all organizations are manufacturing, nor are they staffed by 10's of hundred's of people, I have experience with an organization using ISO 9001 that had less than 10 people, so there again your comments would be inapplicable because top management consisted of "Owners -Husband & Wife".
Don't lock yourself in to one line of thought and please remove the burr from the saddle blanket.
