Master Document Access - ISO 9001:2015 clause 7.5.3

If you keep master documents in a separate folder to which only you have write access, allowing others to retrieve them (ostensibly to create new revisions) but never to write them back to that folder would you consider that as meeting ISO document control standards?

The read-only/read-write access is only a small piece of the entire process of creating and publishing new revisions (which is what you refer to as the use for the R/O access). I'd look at the entire revision control process in order to meet the doc control requirements.
