Material selection - How do we select a raw material? Bolt made of SAE J994 grade 2

If you are purchasing the fastener, you just specify SAE J994 grade 2 and the size to the fastener supplier. There is no need to specify the exact material chemistry as a number of low to medium carbon steels will work.

WE ARE THE SUPPLIER. We need to make the fastener, so which raw material should i purchase to make the fastener!
How do i determine which material will work!

First, get a copy of the SAE standard. The chemistry requirements allow for a wide range of low to medium carbon steels provided that the bolt will pass a minimum proof load and a maximum hardness.

These are standard automotive fasteners. I am surprised that you do not already make them.
