What you have described I would think is nothing more that verification of the materials on-hand.
Should have not much to do with "re-establishing an origion point"
The point of origion remains the same even if the certificatons are not available.
As far as "liability" I'm not a lawyer but I would think you have just as much liability either way --- if you have certs from a supplier or if you have independent test records you do have "Proof of material make-up".
