I think it is required. Stability study provides a measure of change in the measurement system over time as it is being used. Other methods, such as R&R studies and Calibration do provide some indication of the change. However since the interval between these studies is longer, we cannot get adequate warning of exactly when and how the measuremet process changes (predictability) over time.
