MIL-STD-1916 vs MIL-STD-105E, which do you choose?

I’m in a new company. I need to establish incoming material acceptance criteria. I have two options, MIL-STD-1916 and MIL-STD-105E.

I know MIL-STD-1916 was intended to replace MIL-STD-105E, but MIL-STD-105E is still widely used, and some companies use MIL-STD-1916.

If you are in the position to choose, which one do you choose, why?

I am afraid you had got your facts wrong. Mil-Std-105E was discontinued but still in use in many countries. The commercial counterpart (replacement) is ANSI/ASQC Z1.4 or ISO 2859. I am not familiar with Mil-Std-1916 except that it is more associated with c=0 sampling and is definitely not a replacement for Mil-Std-105E.

Mil-Std-1916 is different to Mil-Std-105E.
Mil-Std-105E is more concerned with verifying the final product’s quality, providing enough protection to the supplier and the customer.
Mil-Std-1916 is more concerned with driving suppliers to continuous improvement, providing less protection to the supplier and the customer.
Mil-Std-1916 can not replace Mil-Std-105E.

I also read “MIL-STD-105E NOTICE2 26 March 2001”, which states,
“MIL-STD-105E, dated 10 May 1989, is hereby canceled without replacement. Current DOD. PREFERRED METHODS FOR ACCEPTANCE OF PRODUCTS are described in MIL-STD-1916, dated 1 April 1996, and should be considered for future acquisitions.”

Can anyone tell me if the Department of Defense has stopped using Mil-Std-105E and turned to Mil-Std-1916? I’m interested in this news because I think Mil-Std-1916 is a good standard, and I want to use it for incoming material quality inspection.

Mil-Std-1916 is different to Mil-Std-105E.

If the incoming material’s quality is really bad, and I fail to find this out during the sampling inspection, the operators, who will use the material to do assembly, will always be there to point out the defetives, so I will know the exact incoming material’s quality level in the end anyway.

I’m more interested in put some pressure on the suppliers to let them improve their quality. The rejection rate of Mil-Std-1916 seems more visibly connected with the final yield than the rejection rate of Mil-Std-105E.

Mil-Std-1916 is certainly superior in that when lot acceptance is based on only a sample of the total lot quantity, all of the samples should be defect free for outright acceptance.

Sure, you can do what you like if you are the customer but you must specify it during the contract negotiation stage. There certainly will be some cost implications if you choose to implement a zero acceptance plan.
