[...] I am attempting to certify a very small startup plant with not enough people to support. [...]
Well, I did some

(heavy thinking) and came up with one humble conclusion, given that:
1. It takes at least one person for a company to be established and exist
2. There is no prescribed or requested organizational size or structure related to TS
Therefore, I concluded that one person would suffice as long as this person has and can demonstrate the abilities, knowledge, discipline and time needed to meet the requirements of TS. It is not uncommon for a person to wear more than one hat within an organization, so why not wear them all if you can?!?
I also believe that the size, type and needs of the organization will dictate the organizational structure necessary to function properly, not the requirements of the standard. I am yet to see a standard that requires an organization to have so many managers, so many operators, so many inspectors, etc. All that a standard does is to establish a number of requirements that are to be met, and the customers or the market require compliance with these requirements in order to do business with the organization.
I would kick out a customer that would come into my organization and tell me what personnel and what positions I need to have if I want to do business with them. I am in business to make money, and it is my decision and responsibility to do that in the most effective manner. And these are my

for the day.
