Irrespective of ISO9001, does the material specification call out a hardness range, minimum, or maximum? If not, why would you need it? If so, why would you accept it without the CofC?
There's a difference between a certificate of conformance and a test report. The former is mostly useless, as the supplier, in accepting the job and specifications, has tacitly "certified" that the specifications have been met. A test report with actual hardness readings might be useful, however.
