MSA (Measurement System Analysis) and Dimensional Tolerances

Hello - because of a TUV audit my company has modified our R&R form( they included ndc - indicator). In the modified form there is no posibility to insert tolerances of the analised dimension. If I perform R&R studies mustn't I take in consideration for wich dimension the measurement device is dedicated ? In my opinion a device could be bad for measuring a dimension tolerated 0,05mm but could be good for a dimension tolerated 0,1mm.
The answer that I recieved was that for a measurement device used for SPC I don't have to take into consideration tolerances of measured dimension. ( I don't see the conection)

for SPC the critical parameter is not tolerance but actual process variation. thsi is why TS requested you to include ndc. ndc is based on teh actual process variation (whichi is why the R&R study should ahve parts that span the actual variation of the process)
