Must all parts of a product be RoHS compliant?

Hi everyone,
We manufacture a simple electronic device attached to a textile band. Apparently, textile manufacturers are not familiar with RoHS requirements and will not issue a RoHS certificate... So my question is: Do I need all parts of the product to be RoHS-compliant? including the non-electronic ones?

If a RoHS cert is not available you could request a materials declaration form.

My interpretation on RoHS is that it covers ALL the components of an electrical device e.g. the housing, screws, plastic labels etc, and not just electrical items such as e.g. PCBs, fuses, wires and LEDs.
