Must the gage maker be qualified as a calibration supplier?

A customer wrote me:
During a recent audit on our ATEX certificate, it was brought to my attention that if I order long form certificates on the gages I purchase, I need to have the gage manufacturer qualified as a calibration supplier.
Question: Is this true?

BTW: ATEX is a European certification related to explosion proof products in the European Community.

Under which Standard?

If under ISO/IEC Standard 17025, the gage supplier and the calibration provider are both vendors, no real difference until the requirements of clauses 5.6.2.1.1 and 5.10 (inclusive) are considered.

If ATEX is under the umbrella of ISO Guide 65, then the document is vague enough that a certification can make such a requirement.
