In order to keep your uncertainty somewhere in a working range, you will need a specialized comparator (gage block comparator), or a helium-neon laser. Neither are cheap.
If you are in the USA, the standards that apply are ANSI/ASME B89.1.2M and ANSI/ASME B89.1.9M. The older standard is GGG-G-15C, which is available for FREE at ASSIST online
