"Shalls" only need a procedure when it states "shall have a procedure"
such as document control, control of records, etc. Other "shalls" must be demonstarted that you meet the requirement.

So what you're telling me is we do not have to have a documented statement of intent or a procedure that covers each shall as we did in QS, unless we choose to address each shall via that method? If we choose to, a quality record can be used as evidence that the shall is being met?
You hit the nail on the head of what I was looking for.
