Re: New TS 16949 release as on 2008

If you already ISO/TS16949:2002 certified, there shall be no problem for you to pass the audit of ISO9001:2008....ISO9001 benchmark a lot from other QMS, such like QS9000, VDA...

Could you explain what you mean by the last comment regarding 'benchmark', please?

Re: New TS 16949 release as on 2008

Our company received a letter from aiag.org regarding "Important changes related to your ISO/TS 16949 recertification audits". It went on to state beginning January 2009, 3rd party auditors will be recertified with an exam that places increased emphasis on Customer Specific Requirements, Organizational Performance and the Automotive Process Approach. It also stated "the changes in ISO 9001:2008 will result in a revision to ISO/TS 16949 to incorporate the ISO 9001:2008 language."
This is another "the sky is falling" letter from AIAG to scare you into spending some more money on AIAG training.:horse: However, it is also informative:

Translation: The registrars have had to spend a lot of money updating their auditors' certifications and now we want you to do so as well. You "may" be required to send your auditors for additional training by your registrar.
Important changes related to your ISO/TS 16949 recertification audit said:
Updated rules governing 3rd party-audits have recently been released in the new Rules for Achieving IATF Certification Third Edition
Translation: This is how we soaked the registrars for additional training and additional manuals. Now you should buy a copy, too, if only to protect yourself against whatever changes that have been forced on your external auditor.

New Core Tools manuals for FMEA and APQP, will help your company perform its process approach for customer specifics providing for continuous improvement in your processes. The Core Tools changes may affect your organization and how you perform your essential internal audits.
Translation: Now we've got you! You will have to buy new FMEA and APQP manuals. Since training on core tools is a Big Three requirement for internal auditors, you will have to give us money for more training!

Translation: BOO! If you are only registered to TS then this change will not effect you until the new TS standard, based on the ISO9001:2008, is released. There are no real changes to the standard but we'll get you to buy another copy of both the ISO and TS standards. Still it's really scary isn't it?

Seriously, if you are only registered to TS, the ISO changes do not effect you until the TS standard is changed.
Important changes related to your ISO/TS 16949 recertification audit said:
An IATF Auditor Guide for ISO/TS 16494 will be released 1st Quarter 2009
Translation: We're not going to tell you anything meaningful until January but you can shake in your boots until then. We'll let you know what changes your auditors need to make then.

Is there anyone out there who is still wondering why these automakers need the government to bail them out, one for the second time, when we don't hear a peep from the Pacific Rim based companies?

P.S. Please note that this letter comes from the AIAG DIRECTOR OF

Re: New TS 16949 release as on 2008

Hi guys,

with the review of the original 1999 standard in 2002 something needs to happen this year as the foreword of the ISO/TS 16949 reads:read::

"An ISO/PAS or ISO/TS is reviewed after three years with a view deciding whether it should be
- confirmed for another three years,
- revised to become an international standard, or
- withdrawn.

In the case of a confirmed ISO/PAS or ISO/TS, it is reviewed again after six years at which time it has to be either transposed into an international standard or withdrawn"

Code 90.92 (90.92 International Standard to be revised) of the "International harmonized stage codes" for the development stages of ISO standards does not state any different.

ISO/TS 16949 is not a normal standard yet.. so we all will need to stay curious.

Please share additional thoughts or knowledge on this question ...

Thanks a lot
:thanks:
Stephan

Re: New TS 16949 release as on 2008

I had heard somewhere that TS (despite the normal ISO procedure) wouldn't fall into this review - since the 'Big 3' (IATF etc.) didn't want to 'give up' control to an ISO technical committee which didn't comprise representatives from their organizations. I believe that there was some discussion that if this extraordinary arrangement didn't happen, there was always the threat that TS would become like QS - not an international standard, thus undoing all the harmonization which has occurred.

Re: New TS 16949 release as on 2008

Thanks Andy, I will give it a try and contact David Zimmerman, who is secretary of ISO's Technical Committee TC 176 working on quality management systems - hoping that he can bring some light into our common dark ;-) - and give us an official statement...

Thanks and Regards
Stephan

Re: New TS 16949 release as on 2008

Hi folks,

please read what I received from the ISO Technical Committee 176 secretary, also in charge of ISO/TS 16949:read::

Greetings Mr. ***,

Several years ago the ISO Technical Management Board (TMB), which oversees development of standards by ISO committees, approved an exception to the ISO Directives as they relate to ISO TS 16949. As a result, the expiry of TS 16949 has been postponed to such time that ISO publishes a new edition of the ISO 9001 quality standard.

ISO 9001:2008 has just been published but this document has been developed as an amendment, not a complete re-write. ISO 9001:2008 contains no new requirements, only clarifications. ISO TMB is permitting the TS 16949 to continue to track ISO 9001, so a new edition of ISO TS 16949 will be issued in the next few months to take in the new ISO 9001:2008 text. It is likely that TS 16949 will need to be withdrawn or converted to a full ISO Standard whenever a full revision to ISO 9001 takes place (this will not happen for a least 4-5 years).

I trust this answers your concerns; if you need any further information, please feel free to contact me.

Best regards,
David Zimmerman
Secretary
ISO/TC 176 - Quality management and quality assurance
Canadian Standards Association
[FONT=&quot] Hope this will help all of you a little further
:thanx: and best regards
Stephan

Re: New TS 16949 release as on 2008

If the American Automotive Industry does not get the bail out they are looking for, TS 16949 revision might be a non-issue.....:nope:
