Please can you confirm if it is a screw ring or plain ring?
From memory, the minor diameter is clearance on a screw ring and does not affect the performance.
If it's your own screw ring, then put a note on the record to "use as is" and carry on.
If it's your own plain ring, then it depends on the use. If it's an air gauge ring, then the new size can be marked and compensation made. If it's a "this gauge should not go over this part" check ring, then it's a scrapper.
The question needs to be asked, why has it worn or changed size?
If it is a calibration of a customers ring, either type, tell them it's wrong and let them worry about it. (also, give them a price for a new one
