I'm reading this as a question of making a distinction between the sub set documents that are required by ISO in the entire library of documents that are required by the company/process beyond the ISO requirements and my answer is make no distinction. Call them all work guides or work instructions or whatever terminology you use.

I agree with FRA. Instructions are your standards and they help eliminate inconsistencies in your product or service. We often write or edit them as corrective actions. Most instructions in our system are not required by the standard, but they sure are required by us to deliver quality.

Some folks favor having a "minimal" system that passes an audit. Such systems will be minimally useful in improving your company or products, but not minimally burdensome and costly.
